Already ordered one size up, but still too tight in the top and the seam runs exactly over the bust and not underneath

The dress is sewn very strangely, the sleeves are very narrow, although they are wide in the photo, it fits well in the chest (chest volume 123 cm), but the flounce below the chest is wider than the bottom of the dress, I had to alter it a bit😔
